Our team provided expert services in the development of a Market Capital Assets Master Plan for the Indiana VA Health Care System. The project scope included:

  • Market-level service delivery planning for the entire catchment area
  • Conducting GAP analysis to identify service deficiencies and opportunities
  • Planning facility upgrades to enhance service delivery and operational efficiency
  • Developing phasing strategies to ensure smooth implementation of upgrades
  • Performing department and space planning to optimize the use of available space
  • Addressing activation and commissioning requirements to ensure readiness of new facilities
  • Implementing infrastructure upgrades to modernize and improve facility systems
  • Preparing project cost estimates to ensure financial feasibility
  • Formulating funding strategies to secure necessary resources

The design team also supported evaluations of build vs. lease vs. fee-out options and renovation vs. new construction approaches to optimize capacity and efficiency.

Specifically, our team focused on planning MEPF (Mechanical, Electrical, Plumbing, and Fire Protection) infrastructure projects to meet the facility’s needs for the next decade. This involved:

  • Assessing current conditions of the MEPF systems
  • Identifying infrastructure gaps and deficiencies
  • Creating phased upgrade plans to address identified gaps
  • Evaluating facility capacity to ensure it meets future demands
  • Assessing utility needs to support the upgraded infrastructure
  • Preparing detailed cost estimates for the proposed upgrades
  • Formulating funding strategies to finance the projects

Close coordination with architectural, healthcare planning, and facilities engineering teams ensured a comprehensive and thorough approach. Additionally, our collaboration with the VA Integrated Planning Team ensured alignment with the long-term development goals of the campus.
